Preliminary Notice of Race

1          The Events

The 2003 International 420 Open World Championship, International 420 Ladies World Championship, and International 420 Francis Mouvet Team Racing Championship will be held at Hayling Island Sailing Club, Hampshire, England, from the 16th  to 25th July 2003.

The races will be sailed in the waters of Hayling Bay and Chichester Harbour.

2          Organising Authority

The Championship is organised by Hayling Island Sailing Club and the British International 420 Class Association, in conjunction with the International 420 Class Association.

3          Rules

The Championships will be governed by the rules as defined in the Racing Rules of Sailing, including Appendix N, the Equipment Rules of Sailing, and the International 420 Class Association Championship Guidelines.

This Preliminary Notice of Race will be superseded by a Final Notice of Race to be issued in January 2003.  This may be amended by a Notice to Competitors from the Organising Authority.  If there is a conflict with a Sailing Instruction, the Sailing Instruction shall prevail.

4          Language

The official language of these events is English.  When there are different interpretations of a translated text, the English version shall prevail.

5          Advertising

Advertising in accordance with Class Rule 19 shall be permitted.  Boats may be required to display advertising of the event sponsor on each side of the hull, in accordance with this Rule.

6          Identification

Boats will be required to display bow numbers, which will be issued at the Event Registration.

Boats competing in the Ladies World Championship, and ladies’ boats in the Francis Mouvet Team Racing Championship, shall be required to display a red diamond mark with sides of minimum length 250mm, on each side of the mainsail, above the top batten.

8          Eligibility

The Championships are only open to International 420 Class dinghies.  The Ladies World Championship is only open to boats sailed by a helm and crew who are both female.

The ISAF competitors eligibility code (RRS Appendix 2) shall apply.  Each competitor shall be entered by the International 420 Class Association appropriate to the country he/she represents.  The competitor may be entered by his National Authority if no 420 Class Association exists in his/her country.

At the Event Registration competitors shall be required to produce evidence of membership of the Association or Authority through which he/she is entered for the Championships.

9           Entries and Restrictions

9.1         Open and Ladies World Championships

Entries for the Open World Championship and Ladies World Championship will be limited in accordance with the International 420 Class Association Guidelines, as follows:

7 boats in each Championship for each country other than the host country.
14 boats in each Championship for the host country.

In addition to the teams defined above, the existing holders (helmsman and crew pairing) of the International 420 World Championship and International 420 Ladies World Championship are authorised to defend their titles.

9.2         Francis Mouvet Team Racing Championship

The championship is only open to crews and boats competing in the Open or Ladies World Championships.

The International 420 Class Francis Mouvet Team Racing Championship will be a tournament competed for by National Teams of two or three boats.  At least one of the boats in each team shall be sailed by a helm and crew who are both female.  A maximum of 12 national teams shall be selected in accordance with the International 420 Class Association Guidelines. The format of the International 420 Class Francis Mouvet Team Racing World Championship shall be in accordance with the International 420 Class Association Guidelines.

Preliminary Entries shall be received by16th March 2003, on the form in Appendix A.
Final Entries shall be received by 16th June 2003, on the form in Appendix B.

Entry fee for the Open or Ladies World championship is 250.00 Euros per boat.  There is no additional fee for the Francis Mouvet Trophy.  Entry fees shall be paid in Euros by Swift, before 16th June 2003, to:

11      Event Registration

Competitors shall register with the Championship Office at Hayling Island Sailing Club between the hours of 0900 and 1700 on one of the days shown in the above Schedule of Events.

12      Disclaimer of Liability and Insurance

Competitors are entirely responsible for their own safety, whether afloat or ashore, and nothing reduces this responsibility.  It is for competitors to decide whether their boat is fit to sail in the conditions in which it will find itself.  By launching or going to sea competitors confirm the boat is fit for those conditions and they are competent to sail and compete in them.

Nothing done by the organisers can reduce the responsibility of the owners and/or competitors, nor will it make the organisers responsible for any loss, damage, death or personal injury, however it may have occurred, as a result of the boat taking part in the racing. The organisers encompass everyone helping to run the event.

The provision of patrol boats does not relieve owners and competitors of their responsibilities

The boat is required to be adequately insured including insurance against third party claims of at least £2,000,000 or the equivalent in other currencies.

13      Measurement

Each boat requires a valid Measurement certificate which shall be shown at the Event Registration.

All boats shall be measured before racing on the days mentioned in this Notice of Race.  Measurement instructions will be provided for each competitor and Team Leader at the Event Registration.

Random measurement checks may be made at any time during the Championships.

14      Sailing Instructions

The Sailing Instructions will be provided to each competitor and Team Leader at or before the Event Registration.

15      Safety Regulations

Life-jackets or other adequate personal buoyancy shall be worn by all competitors at all times whilst afloat.  Wet suits and dry suits are not adequate personal buoyancy.

16      Drug Testing

Competitors are required to comply with RRS 5 and RRS Appendix 3 which bans the use of drugs.  It is intended that drugs testing will take place during these events.

17      Courses

17.1     Open World Championship and Ladies World Championship.

The format of the courses shall be as shown in Appendix C

The Open World Championship and the Ladies World Championship shall be competed for at the same time but with separate starts.

It is intended that the duration of each race shall be 60 to 75 minutes.

17.2     Francis Mouvet Team Racing Championship

The format of the course is shown in  Appendix C

It is intended that the duration of each race shall be 10 to 15 minutes.

18      International Jury

An International Jury shall be appointed, in accordance with RRS Appendix M.  Its decisions shall be final and not subject to appeal (RRS 70.4).

19      Scoring

Scoring will be in accordance with the International Championship Guidelines.

20      Prizes

At least the first three crews in the Open and the Ladies World Championships will receive prizes. This may be altered by the Organising Authority.

At least the first three nations in the Francis Mouvet 420 Team Racing Championship will receive prizes. This may be altered by the Organising Authority.

21      Private or Team Support Boats

Support boats shall register at the Championship Office during the registration period.  Whilst afloat support boats shall be identified by conspicuously displaying a white flag with the three letter code of the country they are supporting.  The code letters shall be in black, and of the following minimum dimensions:

Height 300mm
Width 200mm (except letter I)
Thickness 45mm.
Minimum space between adjoining letters 60mm.

During racing support boats shall remain more than 50 metres from any racing boat.

22      Anthem

Each national team shall bring a recording, on CD or tape, of their National Anthem.
